In some cases it's certainly true -- some are the classic "we'll toss in a free undercoating." But if you are already familiar with a restaurant you should be able to sniff out the good deals. i.e. City Light's buy one get one free, and Rue de Jean's half price burgers on Sunday's.
Spend wisely.
Fish's "Mercy of the Chef" is the real deal and it's good stuff. I heard they are doing something similar for hospitality industry people on Monday. Sort of a "sorry you had to work on v-day" gesture.

Voodoo does half price tacos every Sunday! Yes, $3 bucks for 2 tacos. Yum!
And Moes Crossdown does half price burgers on Tuesday - I think. Delish none-the less. Then you can throw in some homemade ice cream!
